There is hereby imposed against each residential unit and small business unit within
the city a monthly refuse-collection fee of fourteen dollars ($14.00) for each refuse-container
utilized by said unit. For purpose of this section, a small business unit which disposes
of refuse in amounts comparable to a residential until; further, each residential
unit within a multi-family dwelling shall be charged a monthly refuse-collection fee
of fourteen dollars ($14.00).
