It shall be unlawful for any person to place or cause to be placed any type of circular,
handbill, poster, or political sign of any kind in or upon any automobile or other
vehicle or upon any wall, fence, tree, post or pole, whether on private or public
property, or on public rights-of-way within the city, without the express permission
of the owner or the governing body having control over such property.
