Prior to the planting or cutting of any tree (except for emergency removals) on city
property, streets, rights-of-way, parks or banquettes, a permit shall be obtained
from the permit office at city hall, which permit shall be in compliance with this
article. For each tree which is cut down or removed, two (2) replacement trees shall
be planted unless a variance from such requirement is granted by the city tree board.
