It shall be unlawful for any person to allow or permit his residential refuse container
to be or remain on city property or city rights-of-way on any day other than the regularly
scheduled refuse collection day established for that residence, and the twelve-hour
period immediately prior thereto.
(b)
Violation of this section shall be punished as provided in section 1-9. Each day that any violation of this section shall continue shall constitute a separate
offense.
